That this House expresses concern about the upsurge in violence which has recently occurred in India-occupied Kashmir; urges the Indian authorities to restrain their military forces from using disproportionate force against the civilian population, and to allow non-governmental organisations into the Kashmir valley in order to monitor the situation and to carry out humanitarian relief work; believes that the views of the people of Kashmir are paramount in determining how they are governed and who shall govern them; and calls on the governments of India and Pakistan to recognise that the kingdom of Kashmir belongs to the people of Kashmir and only they can determine their future.
