That this House notes that, through the use of smart metering systems, homeowners are engaged in the process of reducing their energy bills whilst helping the environment and the security of UK energy supply; further notes that the use of smart metering systems with real time displays would allow accurate billing and two way communication and would be visually accessible to the consumer; believes that estimated energy bills, with their significant drawbacks of inaccuracy and failure to show the benefits of energy efficiency measures, could be eliminated by the introduction of smart metering; further notes that smart metering is estimated to deliver potential energy savings of between five and 15 per cent.; further notes the important role that they will play in the increase in microgeneration schemes facilitating the export of consumer generated power; welcomes the support of the Energy Saving Trust in the mandatory rollout of smart metering in homes using interval metering with automated meter management incorporating permanent, highly visible consumer displays; and calls on the Government to meet its commitment to smart metering contained in the Energy White Paper by introducing a programme for the full-scale rollout of smart metering within the next 10 years, in time to meet the Energy Services Directive.
