That this House notes evidence from the World Health Organisation (WHO) that suggests that nearly 40 per cent. of births worldwide are not registered; further notes that two thirds of deaths also go unregistered; believes that missing information on births and deaths leads to difficulties in determining how long people are living and what they are dying of, in particular in developing countries; recognises that babies born without being officially registered are at risk of losing the protection of basic human rights; and calls on the Government to work with the WHO to improve these records globally.
