Compliance With The Nuclear Non-Proliferation Treaty

That this House calls upon Iran to comply fully with its obligations under the 1970 Nuclear Non-Proliferation Treaty (NPT), and in particular demands that Iran comply with its obligations under article 3, which requires each non-nuclear-weapon State Party to the NPT to agree to undertake to accept safeguards, as set forth in an agreement to be negotiated and concluded with the International Atomic Energy Agency (IAEA) in accordance with the Statute of the IAEA and its safeguards system.....`with a view to preventing diversion of nuclear energy from peaceful uses to nuclear weapons or other nuclear explosive devices' and further requires that procedures for the safeguards required by article 3 shall be followed `with respect to source or special fissionable material whether it is being produced, processed or used in any principal nuclear facility or is outside any such facility'; also believes that the United Kingdom, as an NPT Depositary State, should fully comply with its obligations under NPT article 1, which requires each nuclear-weapon State Party to the Treaty to undertake `not to transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control over such weapons or explosive devices directly, or indirectly'; and believes that the written Prime Ministerial statement (19th December 2006: column 141WS) referring to an exchange of letters with the United States on bilateral co-operation on nuclear weapons of mass destruction constitutes a clear indication that the United Kingdom and United States governments intend to remain in further breach of NPT article 1.
