Kerr/haslam Inquiry
EDM number 883 in 2006-07, proposed by Tim Loughton on 08/02/2007.
That this House notes that the Government's response to the report of the Kerr/Haslam inquiry into the failure to investigate nearly 50 complaints of sexual abuse by the psychiatrists William Kerr and Michael Haslam on patients in North Yorkshire between 1965 and 1989 is due; further notes that the report warns that substantial risks remain that patients and staff who make complaints will be ignored and that sexual abuse of patients is far more prevalent than previously thought; and in the light of growing evidence of the prevalence of sexual abuse in NHS mental health accommodation, including the NHS National Patient Safety Agency, Patient Safety Observatory Report 2, With safety in mind: mental health services and patient safety; and calls on the Government to respond fully to all the recommendations of the report and to take action to ensure robust investigation and adequate redress in regard to all complaints of sexual abuse by practitioners on patients.
