leave out from `House' to end and add `notes the rapid move to more elections by proportional representation, especially in the Scottish, Welsh and Northern Irish devolved bodies, and for EU elections; further notes that proportional representation can lead to stable coalition government, such as Scotland; and seeks reassurance from the Government that such changes in the electoral process will be considered for local and parliamentary elections in England.'.
