leave out from `NHS' and add `commends the Expert Patients Programme, run by South Birmingham Primary Care Trust, with backing from the Department of Health, which supports people with long-term chronic conditions, such as diabetes, to develop skills to manage their condition better on a day-to-day basis and to share experiences with other people in similar situations; and calls on the Government to ensure that the lessons learned from such pilot schemes are rolled out nationally'.
