leave out from `buyers' to end and add `and therefore welcomes the Government's commitment as outlined in the Labour Party's manifesto to initiate a new Homebuy Scheme that will offer up to 300,000 council and housing association tenants the opportunity to buy part of their home and the option to increase their equity over time if they so wish; notes the commitment to introduce a First Time Buyers Initiative to help over 15,000 first-time buyers who cannot own or part-own a home without assistance; further notes the planned use of surplus public land to build new homes, enabling the buyer to take out a mortgage for the building only; notes in addition the commitment to strengthen existing home ownership schemes, such as the Key Worker Living Scheme and Shared Ownership; and applauds the re-statement of Labour's belief that providing an increased supply of quality social housing is central to creating mixed and sustainable communities.'.
