South-Eastern Turkey
EDM number 2029 in 2005-06, proposed by Ian Gibson on 25/04/2006.
That this House notes with great concern the escalation of violence and repression in south-eastern Turkey since the end of March 2006 in response to public demonstrations seeking basic rights for the Kurdish people in Turkey; calls upon the British Government to urge the Turkish government to abide by its commitments under Articles 2 (the right to life) and 3 (the prohibition of torture and inhuman or degrading treatment) of the European Convention on Human Rights (ECHR) and to draw the attention of the Turkish government to the European Union guidelines on Children and Armed Conflict which requires that no child shall be subject to torture or to other cruel and inhumane and degrading treatment; and further calls on the Government to press the Turkish government to implement its duty under Articles 2 and 3 of the ECHR to ensure that an official investigation is carried out promptly by an independent and impartial authority into allegations of the violations of rights, to deprecate the Turkish government's handling of the situation, and in particular the insensitive and provocative statements which placed all responsibility for the situation on the civilian population, including children and to urge the European Union to make it plain to the Turkish government that the peaceful, just and lasting resolution of the Kurdish issue is an important prerequisite to a successful outcome to that country's bid for full EU membership.
