That this House welcomes Her Majesty's Revenue and Customs protocol agreement on staffing issues to set out the arrangements for consultation and negotiation on the future staffing of the department, and on future changes to grading, location, skilling and development of its workforce; recognises that this provides vital protection on jobs and particularly welcomes the Department's assurance that there will be no compulsory redundancies until at least the end of June; considers this as a good example of best practice; and therefore urges other departments to draw up comparable agreements to avoid compulsory redundancies, to engage in proper consultation with the unions and to ensure there is adequate reskilling and training opportunities for civil servants being redeployed.
