Aid And Conflict Resolution In Northern Uganda

That this House congratulates Oxfam and Dame Helen Mirren for highlighting the humanitarian crisis in northern Uganda; acknowledges the vast human suffering in that region; deplores the crime against humanity that is the kidnap of children for training as child soldiers; condemns the barbarous practices of the Lord's Resistence Army; encourages the Ugandan Government to continue in its efforts to seek peace in northern Uganda; urges them to ensure that internally displaced persons receive the aid they need; urges the United Nations to send a fact-finding mission to northern Uganda, and its Security Council to debate the findings of such a mission and to resolve to support the people of northern Uganda in their search for peace and security; urges the international community to provide such support as may be necessary to the Ugandan Government to allow the Ugandan army to carry out counter-insurgency tasks effectively and with the minimum loss of life; and to protect civilians caught up in the conflict with particular reference to children; and further urges the UK Government to take all steps within its power to help achieve these ends.
