Alcohol Misuse

That this House recognises that alcohol misuse is a cause of mounting concern across the United Kingdom; further recognises that the full involvement of the drinks industry must be integral to a successful solution to the problem; to this end welcomes the actions of off-trade retailers, as represented by the Wine and Spirit Association, the British Retail Consortium and the Association of Convenience Stores, in developing and promoting Responsible Retailing of Alcohol: Guidance for the Off-Trade; believes that this guidance provides a successful first step in joint industry-government initiatives in promoting a long-term cultural shift in attitudes towards alcohol consumption; urges all retailers to implement the guidelines before the festive season commences; anticipates that this will result in a further squeeze on the one per cent. of off license retailers found to be selling to under-age drinkers earlier this year; and looks forward to a positive outcome from the second phase of the Alcohol Misuse Enforcement Campaign which begins on 15th December.
