Incapacity Benefit

EDM number 208 in 2004-05, proposed by David Willetts on 25/11/2004.

That this House notes that the number of claimants of incapacity benefit has increased by 34,400 since May 1997; further notes that the number of working age claimants as a percentage of the total working age population has increased from 6.4 per cent. in May 1997 to 6.8 per cent. in May 2004; is concerned that the Government's Pathways to Work pilots have no specific performance indicators; calls on the Government to publish details of the interim findings to date; and urges the Government to make it clear whether it has any plans to put time limits on payments of incapacity benefit.
