Basic State Pension (No. 1)

That this House welcomes the publication of the Pension Commission's First Report; notes with interest that the Commission found that means-testing within the state pension system both increases complexity and reduces, and in some cases reverses, the incentives to save via pensions; recognises that pension credit extends means-testing to increasing numbers of pensioners; and calls on the Government to reverse the spread of means-testing by increasing the basic state pension by earnings not prices.
