Regulations Implementing The Landfill Allowance Trading Scheme

That this House recognises the aims of the EU Landfill Directive as a method of reducing the amount of waste sent to landfill; remains concerned about the amount of harmful methane gas released into the atmosphere from landfill sites; further recognises the Landfill Allowance Trading Scheme, which will help local authorities meet their landfill reduction targets; calls upon the Government not to delay the introduction of the Landfill Allowance Trading Scheme and to present to the House details of the other measures by which it will guarantee to meet the requirements of the EU Landfill Directive; and calls on the Government to allow sufficient time for the new facilities required to be constructed, including sufficient time for each planning application to be processed and urgently to tackle the increasing threat of fly-tipping and to agree to make this an arrestable offence.
