Costs Of Night-Time Leisure Economy

That this House believes that the costs of policing entertainment areas at night in towns and cities across the country should not entirely fall on the central or council taxpayer; further believes that provisions should be made to provide a mechanism for the general control of anti-social behaviour by individuals once they are away from the vicinity of licensed premises; and to this end, and working on the principle that the polluter should pay, urges the Government to grant local authorities mandatory powers in order to impose a levy on those premises whose customers cause such an unwanted burden on policing and clean up costs throughout the country.
