Government Targets For Water And Sanitation

EDM number 765 in 2003-04, proposed by Don Foster on 03/03/2004.

That this House welcomes the Government's commitment to the Millennium Development Goals for tackling world poverty; recognises that progress on these goals will be critically dependent on access to safe water and adequate sanitation; notes that the Camdessus Report on Water Financing called for the doubling of all sources of funds for water and sanitation and that Uganda's recent success in expanding drinking water access to a further 2.2 million people came after a doubling of investment funded through debt relief and aid; deprecates the dropping from the Department for International Development's Public Service Agreement of the water and sanitation target and the failure to deliver the substantial increases in water spending budgeted in the Department's 2001 water strategy paper; and calls on the Government to use its present spending review to include access to water and sanitation as a priority in the Public Service Agreement and with appropriate spending in all sector ensure that 10 per cent. of the aid budget delivers increases in access to water and sanitation for poor people.
