Mental Capacity Law Reform

EDM number 750 in 2002-03, proposed by Paul Burstow on 24/02/2003.

That this House welcomes the launch of the Making Decisions Alliance as a significant step forwards to achieving comprehensive civil and social rights, underpinned by legislation, for those currently deemed by others to lack mental capacity and therefore unable to take particular decisions themselves; calls upon the Lord chancellor to make an immediate statement committing the Government to the introduction of a mental incapacity law reform bill in the next legislative session; and further calls upon Ministers to ensure that this legislation covers all aspects of human decision-making, including financial, healthcare and other choices which intimately affect a person's well-being, to ensure that at all times the autonomy, dignity and preferences of the most vulnerable in our society is enhanced.
