Environmental Liability Directive

EDM number 1374 in 2002-03, proposed by Norman Baker on 10/06/2003.

That this House believes that polluters, not taxpayers, should pay the costs of restoring environmental damage; welcomes the European Parliament's First Reading vote in support of the Environmental Liability Directive; calls upon the Government to investigate ways in which payment under the Polluter Pays Principle for high-risk activities can be guaranteed without recourse to the taxpayer; calls for the Directive to cover all species and habitats protected under EU and equivalent national legislation; and further calls upon the Government to support the Environmental Liability Directive at meetings of the Environment Council.
