at end add 'believes that a balanced conference agenda should concentrate on the failure of the policy of drugs prohibition in Wales since 1971 and the successful pragmatic examples of harm reduction policies in Switzerland, the Netherlands, Germany, Belgium, Portugal and Australia; and looks forward to conference contributions from the Chief Constable of North Wales, the ex-Chief Constable of Gwent Mr Francis Wilkinson and honourable Members with long experience of the drugs debate.'.
