delete from House to end and add ' condemns the Government's failure to commit to upgrading the West Coast mainline so that it extends into Scotland; regrets that the Minister of State in the Scotland Office, when asked in the House to deny speculation that the upgrade will not extend north of the border, did not give a commitment to its extension; and urges the Department for Transport, Local Government and the Regions, the Strategic Rail Authority, and Railtrack to embrace Scotland in its expansion of the west coast mainline.'.
