leave out from "House" to end and add "notes the comments of the Environment, Transport and Regional Affairs Committee in their report 'Delivering Sustainable Waste Management' that "The Landfill Tax Credit Scheme provides a convoluted and, to date, ineffective method of funding sustainable waste management" and supports its conclusions that the scheme should be replaced or reformed so that the majority of the funds raised go directly towards minimising, re-using and recycling waste and that local authorities should be eligible to apply for funding; and urges the Government to reform or replace the scheme in line with these recommendations.'.
