Bills On Energy Conservation

That this House regrets that two Private Members' Bills that enjoyed the support of the Government, Opposition parties and this House, namely the Energy Conservation (Housing) Bill and the Energy Efficiency Bill, failed to become law in the last Session; notes that the former Bill would have helped local authorities in carrying out their functions under the Home Energy Conservation Act 1995, as regards properties owned by registered social landlords and was supported by the National Housing Federation, which represents registered social landlords and that the latter would have required mortgage surveys to include advice to home buyers on energy conservation measures and was supported by the Council of Mortgage Lenders; notes further that these Bills, if enacted, will help people to keep warm in their homes and also assist with the Government's CO2 reduction and air quality targets; and therefore hopes that these important measures can become law in this Session.
