leave out from `notes' to end and add `that London local councils have not offered to yeild powers to an unwanted London greater authority, further notes that such an extra authority would probably always be in opposition to national government unless its election was on the same day as each general election, and that most Londoners in the past did not know which authority was responsible for what and do not want or need an extra layer of local government.'.
