leave out from 'talks' to end and add 'urges, in this context, the Loyalist and republican paramilitary groups to heed the calls by many people in these islands to begin the process of decommissioning with an initial disposal of part of their arsenals to enhance confidence in their intentions; further urges these groups to cease their involvement in so-called punishment beatings, as they did during the recent visit of President Clinton; encourages the provisional IRA to at least bring themselves into line with Combined Loyalist Military command by declaring that they will not be the first to use their weapons; and urges the provisional IRA to reveal the whereabouts of the disappeared, that is those murdered and concealed by the IRA, whose relatives wish to give them a decent burial and thereby come to terms with their grief.'.
