after `to', insert `(1) introduce more stringent statutory standards for registration to prevent bad practice of the kind identified by the United Kingdom Council, (2) introduce a range of statutory penalties short of withdrawal of regisyration which may be imposed on homes which permit minor or temporary levels of bad practice of a type which does not provide sufficient grounds for closing the home and (3)'.
