National Lottery (No. 3);amdt. Line 1:

EDM number 946A1 in 1993-94, proposed by Richard Tracey on 30/03/1994.

leave out from 'House' to end and add 'recognises that the National Lottery is likely to become the world's biggest, benefiting good causes by up to ú1 billion a year if successfully launched and developed; notes that to become the biggest single consumer product in the country will demand sophisticated computers, telecommunications networks and security systems, plus efficient equipment maintenance, sales, marketing and advertising operations, a capital investment of over ú100 million; welcomes the skilled and experienced consortia bidding for the licence; notes that, on a pro rata population basis compared with Norway (200 staff), British Columbia (350), Ontario (500), New Zealand (100), Massachusetts (500), Texas (600), Australia (Tattersalls) (100) and Austria (350), the implied United Kingdom staff would be 2,800, 6, 700, 2,900, 1,700, 4,900, 2,000, 1,100 and 2,600; notes that one skilled and professional company plans to employ only about 500 staff without disguising and artificially reducing staff numbers by extensive sub-contracting; and believes that the key to a successful National Lottery is the efficiency and effectiveness of the operator who can maximise the money to be raised for sport, the Arts, National Heritage, the Millennium Fund and charities.'.
