National Lottery (No. 3)

That this House is alarmed at the apparent size of the consortia bidders to become National Lottery opertor; believes that it is not necessary for such an operator to be a large company, with substantial borrowing, overheads, costs and salaries; is of the opinion that the limited number of tasks necessary to be performed by such an operator can be achieved by one well paid executive and a relatively small staff; that start-up costs ought to be repaid within a year; notes that successful lotteries are operated similarly and economically at the present time in Norway, British Columbia, Ontario, New Zealand, Massachusetts, Texas, Australia (Tattersalls), Austria; and calls upon the director of OFLOT, Mr Peter Davis, to act in accordance with section 4(2) of the National Lottery etc. Act 1993 and "secure that the net proceeds of the National Lottery are as great as possible".
