leave out from 'Kashmir' to end and add 'urges the government of India to allow reputable agencies, such as Amnesty International, free access to Jammu and Kashmir, Punjab and other Indian states, to investigate alleged human rights violations; and believes it is now time for the governments of India and Pakistan, under the auspices of the United Nations, to implement United Nations resolutions giving the people of Jammu and Kashmir the right to determine their own destiny through a plebiscite.'.
