leave out from 'House' to end and add 'deplores the action taken by the Turkish army when it invaded Cyprus in July 1974, which far exceeded the powers of intervention afforded by the 1960 Treaty of Guarantee; further deplores attempts to justify these and other actions taken by Turkey in Cyprus since 1974 which are in direct contravention of the Treaty of Guarantee and aim at the permanent partition of Cyprus; notes with satisfaction the United Nation Secretary General's view, in his report (S1994/629) to the UN Security Council of 30th May 1994, that the absence of an agreement in Cyprus is due to a lack of political will on the Turkish Cypriot side; notes also that an agreement on the Confidence Building Measures, which were proposed by the UN Secretary leader, Mr Rauf Denktash, to accept the 21st March 1994 document which details the application of the Confidence Building package, and which the President of the Republic of Cyprus, Mr Glafkos Clerides, readily accepted as early as May 1993; and calls upon her Majesty's Government to send a clear message to Turkey and the Turkish Cypriot leadership, when this week in New York the UN Security Council adopts a new resolution on Cyprus, that unless they show by deeds their commitment to reaching a just and permanent solution along federal lines, as already agreed between the two sides in the post, the international community will take the measures deemed necessary to make them conform to that end.'.
