leave out from 'legislation' to end and add 'is unnecessary as, properly implemented, the existing strict controls on firearms are more than adequate, given that very few firearms-related incidents involve legally held firearms and that shotguns are essential for the farming community to control pest species, and notes that many incidents such as these are more symptomatic of the stresses on individuals created by the level of deprivation in society and are best dealt with by removing the causes of such stress, possibly by increasing the penalties for the illegal use of firearms,and by declaring an amnesty for illegally held weapons,rather than by further restricting the rights of responsible and law-abiding followers of shooting sports.'
