leave out from 'Party' to end and add 'achieved a fair concession for Scotland in terms of the distribution of seats in the Committee of the Regions; notes that Scottish National Party honourable Members well understand that the Official Opposition amendment 28 to the European Community (Amendment) Bill guaranteed nothing for Scotland and left the appointments to this Committee to the patronage of the Secretary of State for Scotland; and further notes that each of the main political parties in Scotland will now be able to put forward their elected members to the Committee as a result of the concession wrung out of Westminster by SNP honourable Members; commends the willingness of the Scottish National Party and the liberal Democrats to continue the talks on Scotland's constitutional future and urges the Labour Party to do likewise rather than using any pathetic pretext for staging a cynical boycott of the talks.'.
