leave out from first 'the' to end and add 'failure of the Opposition to appreciate the sound reasons behind the Government's decision, on the advice of the Schools Examination and Assessment Council, to phase out the Certificate of Education, thus enabling many more pupils in Wales to enter the new GCSE examination structure which will allow those who narrowly fail to achieve the minimum level for certification to be awarded a Level 3 and for lower achievers to be assessed by their teachers and their attainment recorded in their national record of achievement.'.
