That this House notes estimates produced by Shelter that whilst 60 per cent of those sleeping rough (some 5,000 people) are outside London, such Government emergency help that has been provided during the cold weather continues to be confined almost exclusively to Central London and only provides a maximum of 345 places in temporary shelters; welcomes the crucial support of local charities, church and other voluntary groups during the current freezing weather in providing makeshift emergency provisions but agrees with Shelter that sleeping rough is a nationwide problem for which charitable help is no substitute for a durable national strategy agreed between central and local government, fully publicly funded to help homeless people especially during the coldest part of the year.
