leave out from 'by' to end and add' the County Council's failure to keep proper control of its budget and its flagrant disregard of the interests of tax and community charge payers; notes that its standard spending assessment has increased from ú254 million to ú318 million in two years and its education spending assessment increased from ú148 million to ú183 million in the same period; deplores its attempt to blame the Government for its own financial mismanagement; asks the Council to admit that had it not overspent in some directions it would not need to make economies in others; and urges the Council to place education and the needs of schools and pupils at the top of its list of priorities where they belong.'.
