Gloucestershire County Council Spending Limit

That this House believes the Government should be aware of the extreme distress being caused in Gloucestershire by Ministers' refusal to take steps to modify expenditure capping limits in order to avoid serious cuts and redundancies which will otherwise have to be made in the education and police services; notes that despite having received a delegation of honourable Members for the county and also members of the county council, authority to raise the spending limit and therefore to avoid community charge capping has been refused, constituting a serious threat to the essential services needed by the people of Gloucestershire; and believes the results will inevitably increase the serious situation for parents and teachers, reduce the ability of the police to deal with increased crime levels, and further delay social services and the implementation of Government legislation, causing despair and misery to the elderly.
