Concessionary Tv Licences And The BBC

That this House views with concern the dual role of the BBC in carrying out its responsibilities for the collection of the television licence fee whilst at the same time being the arbiter of disputes relating to the entitlement of retired people to a concessionary licence; requests that the Government review such arrangements to ensure an independent system of adjudication where doubt exists as to the eligibility of someone who believes they are entitled to a concessionary licence under the revised rules implemented from 18th May 1988; recognises that it is difficult for an organisation with a financial stake in the outcome to be truly independent in interpreting the will of Parliament or enforcing regulations thereunder; and, in addition, asks the Government to review the impact of changes brought in during 1988 in order to provide for greater fairness and equity in the operation of the present scheme and to overcome some of the anomalies which have been highlighted since the changes were introduced.
