Transport Of Horses

That this House congratulates the Government on winning a reprieve for its Minimum Values Order which prohibits the export of live horses for slaughter from the United Kingdom; notes, however, that the Commission of the European Community intends to establish additional provisions appropriate to the transport of horses and certain other types of animals; calls on the Government to maintain its steadfast opposition to a resumption in the export of live horses for slaughter; and calls on the Government to use its influence during the Portugese Presidency of the Council of Ministers of the European Community in the first half of 1992 to move the debate forward so that during the United Kingdom's presidency in the latter half of 1992, additional safeguards for the welfare of horses and other types of animals such as deer, wild birds and marine mammals during transport may be introduced in the whole of the European Community.
