Homeless People Sleeping Rough In Severe Weather Outside London

That this House, while welcoming the Government's November 1991 announcement of an initiative to provide emergency accommodation for homeless people sleeping rough in London between December 1991 and March 1992, views with concern that the very limited initiative announced for the rest of the country is primarily for the 1992-1993 financial year and will not help those who end up sleeping rough this winter; notes that the numbers of people needing emergency housing provision outside London are greater than in the capital; calls upon the Government immediately to extend to the rest of the country the full scale of initiatives being undertaken in London and to make the necessary financial resources available to local authorities to co-ordinate the provision of these services.
