leave out from 'House' to end and add 'understands the growing anger of the majority of people who, in spite of its injustice, have paid their poll tax and now face surcharges and cuts in jobs and services to make up the shortfall caused by those Scottish National Party supporters who can pay but have not done so; believes that this is a significant factor in the stalling of the Scottish National Party's campaign in the Paisley by-election; and recognises that the Liberal Democrats have done more than any other opposition party to end the poll tax and bring self-government to Scotland by the combined achievements of defeating the Tories in Eastbourne and shaping the Scottish constitutional convention scheme for a Scottish Parliament.'.
