leave out from 'House' to end and add 'welcomes the inclusion for the first time of unemployed people with disabilities in the Aim group on whom Employment Department assistance is concentrated; supports the additional flexibilities with which training and enterprise councils will next year be able to deliver their programmes, thus increasing their effectiveness; welcomes the announcement of an increase in planned expenditure on Youth Training; notes that Her Majesty's Government will spend more than twice as much in real terms on training next year as it did in 1979; and calls upon the Labour Party to make it clear whether it supports the present role and structure of training and enterprise councils.
