DEPT OF EMPLOYMENT'S TRAINING PROGRAMMES

That this House totally condemns the Department of Employment's recent detrimental changes in training provision which have resulted in a substanital decrease in places for individuals who are either disabled or who need a higher than average degree of supervision; notes furthermore that the Secretary of State for Employment's recent devastating announcement that funding will be related to outcome rather than participation will have far-reaching effects for special needs where strict market competition criteria will act as a huge disincentive on training the disadvantaged; and considers furthermore that the savage cuts of 25 per cent in ET schemes and 7 per cent in YT have primarily affected voluntary and community groups which disproportionally help special needs cases
