Poll Tax And The 20 Per Cent Contribution Rule

That this House notes with interest the Government's council tax proposal to abolish the 20 per cent. contribution rule and restore 100 per cent. rebates for those on income support or equivalent levels of income; recognises that the Audit Commission has already recommended this course of action for the current financial year; and urges the Government to bring forward immediate legislation to remove the 20 per cent. contribution rule forthwith in recognition of the administrative and financial sense of such a step.
