Leave out from 'House' to end add 'considers that newspaper publishers and wholesale distributors in the United Kingdom should take fully into account the impact on retail newspaper outlets for papers and magazines of reducing the percentage discount terms applicable to them, their margins, flexibility of operations and liquidity in times of economic difficulty, and stresses the need to support the continuance of small business enterprises, particularly those operating through local and independent shops in the market place'.
