leave out from 'House' to end and add 'notes the proposals by the Civil Aviation Authority that all airlines should be free to apply for access to all airports in the London area; welcomes all reasonable proposals that seek to encourage fair competition and realistic deregulation; notes that no other major city with two airports is planning a similar change; regrets that the report does not address the social and environmental issues raised by such a change; reminds the Government that the planning behind the development of Stansted was based on the direction of new traffic to that airport; and urges the Secretary of State for Transport to ensure that, when taking his decision on these proposals, he does nothing to harm the interests of those who live near all affected airports or to do avoidable harm to any of the airlines currently using any of these airports.'.
