Suppression Of The Baltic States

That this House condemns the Kremlin's continued suppression of the legitimate demand for independence from the USSR of the Baltic States; views in horror the murder in Vilnius by the Red Army of 14 Lithuanian citizens; recalls that the Baltic States were illegally annexed by Stalin in 1939; believes, as occupied nations, that section III of the Fourth Geneva Convention of 12th August 1949 applies to the situation; calls for a convention of the High Contracting Parties of the Fourth Geneva Convention to discuss a peaceful solution to the situation with the ultimate goal of political independence for the Baltic States; believes also that the situation falls within the newly strengthened CSCE process; and calls upon Her Majesty's Government to begin a fundamental review of relations with the Soviet Union with the aim of formulating a policy linked to further economic and political reforms and which is not solely a function of Soviet President Gorbachev.
