Poll Tax And Rents

That this House expresses its concern that the implementation of the housing finance section of the Local Government and Housing Act 1989 has led to local authorities setting rents at far above Her Majesty's Government guidelines; believes that as a result the burden of funding housing benefit to council tenants has been placed on the tenants themselves thus imposing a tax on the poor; is further concerned that this part of the tax will add to the vast numbers of homeless persons already on our streets; calls upon the Government to reassess the impact of this section of the Local Government and Housing Act 1989 and to bring legislation before this House to amend it; and further calls upon the Government to set its housing subsidy to local government at a more realistic level.
