Puppy Farming

EDM number 296 in 1989-90, proposed by Janet Fookes on 15/01/1990.

That this House deplores the practice of puppy-farming, which causes great suffering to bitches and pups and contributes to the excess population of dogs; and supports moves to improve the right of access for the appropriate authorities to unlicensed dog breeding establishments.
