Illicit Puppy-Farming

That this House welcomes the recognition by the Parliamentary Secretary for the Home Department, Official Report, 21st December 1989, column 615, 'that an extension of the powers currently available to local authority officials would not merely make a lot of sense, but has become a necessity' if illicit puppy-farming is to be controlled; is appalled that many unlicenced dog breeders treat their animals cruelly and even viciously; and believes that so many callous breeders now are condemning dogs to lives of misery that Government time should be made available to ensure that the legislation can be amended appropriately as soon as possible.
