2016 Report Of The Fifth International Caravana Of Jurists To Colombia

That this House notes with dismay the report from the respected non-governmental organisation Somos Defensores that, during the first six months of 2016, no less than 35 human rights defenders have been murdered in Colombia; welcomes and supports the work done by and the findings of the 2016 Fifth International Report of the International Caravana of Jurists, The Search For Peace with Justice and Human Rights in Colombia; and fully supports the Caravana's call for the protection of lawyers, judges and human rights defenders in Colombia, and the recommendations that the Colombian government implements a Truth Commission alongside the ongoing peace process, review and considers reforms to address flaws in law 1448 regarding land restitution and transitional justice, provide guarantees of non-recurrence and urgently dismantle paramilitary organisations, review the military doctrine that there exists an internal enemy, carry out an urgent review of all prisons in Colombia to ensure that they comply with resolution 1/08 of the Inter-American Commission on Human Rights, and take all necessary steps to identify and tackle socio-economic inequality, particularly in the Pacific coastal region but also nationwide.
